A Jurisdictional Council Member (JCM) can be elected for jurisdictions that have an autonomous legal system and 25 or more IPBA members. The JCMs serve a term of three years.

At-Large Council Members support the JCM in jurisdictions with one, or in regions without JCM representation. At-Large Council Members serve a term of three years.
Regional Coordinators are suggested for nomination by the IPBA President to support membership promotion in wide areas of the world and ratified by the IPBA Council. Regional Coordinators serve a two-year term.

The Nominating Committee is not described in the IPBA Constitution, but has been active since the establishment of the IPBA. Changes in logistics over the years are made to keep up with the needs of the growing association, but the philosophy has not changed: to find the best candidates to take up leadership positions to support IPBA activities and initiatives.
The Primary Members are the decision-makers of the Committee, led by the Chair. The Observer Members are either future Officers who will become Primary Members, or the team in charge of Committee leadership.
Who can be on the IPBA Council?
All IPBA members are eligible for nomination, as long as they have been a member in good standing for at least one year, have participated in IPBA activities, and are willing and able to fulfill the duties of the position for the duration of the specified term. The Nominating Committee is careful to keep an overall fair gender balance, representation from various jurisdictions, and no more than two Council members from the same law firm. Council members serve terms of one, two, or three years depending on the position. They can serve a maximum of two consecutive terms in the same position, and can take different positions over the years. Officers are generally selected from the pool of past Council members, as it is important that they have experience on the Council in order to understand the association and drive the activities in their area of responsibility.
Nominations Process
The Committee is continually vetting candidates, looking ahead several years into the future. The actual work for nominations in a given year begins from the month following the Annual General Meeting. Conference calls are held monthly, up until a few weeks prior to the Mid-Year Council Meeting. The candidate names are presented to the Council to be ratified at the Mid-Year Council Meeting in the fall. The general members then approve the nominations at the Annual General Meeting.
